Excellent study of our moral responsibility

In 2004, 2.5 billion people, 40 per cent of humanity, were living in severe poverty. Every year, 18 million people, a third of all who die, die early from poverty-related causes.

In this brilliantly original study, Thomas Pogge, Professor of Philosophy and International Affairs at Yale University, shows how the rich countries' governments' policies cause the poverty. The world order they impose `foreseeably produces an avoidable massive human rights deficit'.

One reviewer called this book `an analysis without villains', but in fact Pogge shows that our governments, corporations and `those who represent us in WTO negotiations and at the IMF' are true villains. Doing harm foreseeably and avoidably is morally indefensible.

The shortfall is just $300 billion a year, less than one per cent of the rich countries' total gross national incomes. The rich countries' subsidies to their richest farmers were $300 billion in 2005. Their tariffs on manufactured imports from poor countries are four times higher than on those from other rich countries. In 2005, just $7.63 billion of the total $106.78 billion of aid went to basic social services - 0.02 per cent of the rich countries' combined GNP.

Pogge explains that we cannot excuse ourselves by blaming the poor countries or their rulers because "the national causal factors we most like to highlight - tyranny, corruption, coups d'état, civil wars - are encouraged and sustained by central aspects of the present global economic order." The IMF, the World Bank and the EU demand privatisation, which, as he points out, is a way for rulers to enrich themselves by selling public property: "the sale of public property really is an important causal contributor to the incidence of undemocratic government."

We are implicated because we let our rulers do this great harm to the poor. Pogge asks, why don't we find ending this poverty morally compelling? He exposes the self-deceptions that make this glaring injustice possible.

We should never endorse injustice, or give our vote to those who practise it. We have to take responsibility, take control, and end the poverty by ending the villainy.

The illusion has been created that debts are universally liquid in the sense that they need not be redeemed but can be continually sold on in increasingly extensive global markets. What appears to have reduced the riskiness of default for individual agents has in fact increased the fragility of the system as a whole.

The authors trace the origins of this profound transformation backwards in time, not just to the neoliberal reforms of the 1980s and 90s but to the birth of capitalist finance in the mercantile networks of the sixteenth and seventeenth centuries. This long historical perspective and deep analysis of the nature of finance enables the authors to tackle the challenges we face today in a fresh way - not simply by tinkering with existing mechanisms, but rather by asking the more profound question of how institutions might be devised in which finance could fulfil its essential functions.

Important Book

This is an important book for three reasons. First of all it reveals how most commentary on the financial crisis has been blinded by a dogma about financial markets. Secondly it shows persuasively how current financial institutions are the result not of some kind of inevitable process of evolution but of decisions made for discoverable reasons at watershed moments in history. And most importantly it offers a path towards genuine reform in which the first steps are completely practical given a sufficient political will.

The key to that political will is a shared understanding of not just how the current financial system is set up to guarantee recurring crises but also how an alternative financial system is really possible. Much of the current commentary on the financial crisis seems to be an expression of stoical resignation in the face of the conviction that there is no way to prevent the bubble and bust cycles in financial markets. Regulations and policy may be able to tame them or nip around the edges, but oscillations are built into the nature of financial markets, and "innovative" financial wizards will always find a way to circumvent the latest regulations if not buy off enough politicians to do away with regulations altogether. Behind all this is the belief that financial markets are an essential requirement if the economy is going to work its wonders, a belief which Amato and Fantacci regard as dogmatic.

How and why we have come to accept the necessity of financial markets as an article of faith is part of what the authors describe in the first section of the book. What is more important though is that they are able to find a perspective from which an alternative form of finance appears possible. Their initial analysis of the conceptual framework within which it is possible to think of "financial markets" leads to the dissection of three aspects of the function of money: money as a measure of value, money as a means of exchange and money as a store of value. Historical examples are cited to show that money in a given economy does not always conflate these three functions, and it is clear that only when money functions as a store of value is it possible to regard money as a commodity traded in a "financial" market.

Most people would probably regard the suggestion that a modern economy can function without using money as a store of value a kooky utopian idea to be filed away well behind discredited schemes for a planned economy not relying on markets. The ideas of money, credit, and interest on which financial markets are founded seem given and beyond debate. They are part of the reality with which any economist must start if he hopes to make a contribution to our understanding of the crisis. The beauty of this book is that the authors do not merely open them up for debate but present them as the result of choices that were by no means inevitable. Their analysis results in a distinction between capitalism and a market economy, where capitalism is understood as a system in which money is a commodity whose price is determined by markets. One of the first questions an economist must answer is whether money is a tradable commodity, and one of the goals of the book is to explore the practical implications of saying it is not.

Convoluted Writing

I didn't like this as much as I thought I would. I do know something of the topic but I just felt that the writing was far too convoluted. It is written by academics and it is translated.

There were some interesting insights but they were very well buried! It was quite inconsistent with some things really being glossed over.

Section two which concentrates more on economic history is significantly more readable but even there it was still pretty dense.

It did surprise me at times and there were a few moments where it really did make think differently about things that I had taken for granted. For that reason I will give it a generous three stars.

Informative

Johnson provides decent content describing the different sections of the Intelligence Cycle, but the whole book is let-down in the first chapter by his use of the 911 attacks as an example of an intelligence failure. While attempting to convey how intelligence works, or should work, he neglects to acknowledge the scientific data that challenges the US Government narrative regarding structural failure within the Twin Towers. This creates suspicion in readers who analyse all data available instead of polarising details; which is how intelligence should be obtained, analysed and used.
For a scholarly publication, this is unacceptable.
However, the information he provides regarding the actual Intelligence Cycle is ample. An informative publication.

A boring tiresome read

This book reads with all of the dryness of a Ph.D dissertation except that there is nothing at all new here. To the well read layman, this is a waste of time. For one who is totally uninformed about the national security apparatus, it perhaps is a decent primer. The major caveat is that the author is a university academic with the usual liberal and perhaps slightly pacifistic leanings. This can be easily discerned in that some of the CIA's and intelligence community's greatest critics like Senator Frank Church of witch hunt fame and William Bolland come in for praise, and the more hawkish and conservative main subjects like Willian Casey are given short shrift or are derided by the author. The most telling spin is the encomiums given to Stansfield Turner, one of the worst DCIs, who more than anyone in its history, effectively destroyed morale in the CIA.

The best work on Foucault, in my opinion

I have read a majority of Foucault's own works and many works on Foucault's philosophy and style of thought. But nobody's work on Foucault has struck me as directly as that of Paul Veyne. I first read Veyne on Foucault via a couple of essays he had featured in a text edited by Arnold Davidson entitled "Foucault and His Interlocutors."
Veyne, being a close friend and associate of Foucault's, has perhaps a more intimate grasp of the character of the man than most writers, but it's because of his deep appreciation for the style and methods of Foucault's work that his writings are so striking. To my mind, Veyne distills the strength and sensibility of Foucault's intellectual character better than anyone else. This books is even better than I hoped it would be, and I had very high expectations.
Anyone who has been struck by the power of Foucault's works and his approach to life and thought will greatly value Paul Veyne's work.

excellent summary

A very enagaging, lively and very well written and translated account of Foucault thinking, his major concepts and his amazing character and personality. I have my quibbles about using the same translation word "set up" for all uses of Foucault's favorite term "dispositif". Wish, perhaps, that no translation was even used in this case. After all no one translates many Latin or Greek words and terms in philosophical texts. But it is a very minor irritant.

Foucault made personal and accessible

This is a wonderfully illuminating exploration of the thinking of Foucault by someone with the crucial perspective of knowing Foucault all his life. There are some moments of personal reflection and hyperbole in Veyne which are disgressive, but this is only a minor issue. For the most part, this book makes the complexity of Foucault's thought and character very accessible, as it should be. To some extent, what inaccessibility there is in Foucault's work likely originates in us, not him.
