"Not for beginners."

I spent two years in Brazil back in '87 and '88, when hyperinflation was just getting started. The country had recently been democratized following years of military rule and political corruption was rampant (on par with what we have in California now, I'd guess). And yet, even as the US went through a couple of economic bubbles (first the "dot-com" crash, then the sub-par mortgage crash), Brazil seemed to do just fine. I still have many friends there and it was gratifying to see them enjoying a better standard of living - even though they tell me corruption is still as rampant as ever.
Montero quotes the famous Brazilian composer, Tom Jobim ("The Girl From Ipanema") saying "Brazil is not for beginners," and neither is this book. It's a good study but more on the level of advanced college economics classes (I minored in economics many years ago). Nonetheless, he examines the period from 1985 to present and how democratization has changed and made the economy more stable. He argues that government still suffers from corruption and there is still great poverty, but the Real plan helped to tame many of the uncertainties that lead to the hyperinflation problems. Strides have been made in pension, health, and education policies but most reforms still favor the priveledged, and yet there is still much potential for further social reform and democratization. Overall, this is a very detailed and comprehensive look at the Brazilian economy, but the writing is also dense and highly academic. I found myself having to re-read many passages to absorb the message, and sometimes just to be able to understand what he's saying. Like other Polity books, the scholarship is exceptional, but the audience may be a bit narrow.

I was very interested in this book because more than 100 years ago some family members migrated from Ital to Brazil and became wealthy creating a high end retail store chain. I was drawn to the difference with which Brazil handled its emerging from a police/military state. Since 1985 Brazil has emphasized a remarkable turn about of the wisdom of interior growth before any other type of growth, to solidify a sustainable nation and its people, as FDR and others did since until about the 1980's and as later grew much worse as the most recent few administrations of America either intentionally destroyed, or did so out of vast ignorance and greed. I did this partially because the author pointed out mistakes by "Washington" against the ideas followed by Brazil, and I agree with him.
I followed that rise of Brazil, from a military/Police State to a thriving, but certainly not perfect, Democracy. What I saw since the transition from the Military State, to a Democracy and a world power as fourth largest economy. I watched as it rose from the ashes of non-freedom to a large and prosperous nation, and as I watched it go from near fascism in many countries, which, sank them
deeper into something somewhat approaching a Police/Military State, Brazil was, but, which has since is become enlightened.
Not that Brazil is completely out of the darkness, there are still a great many poor (at one time 60% of the citizenry were in poverty) and their economy was a problem, as it, like the USA was sent in the wrong direction by several successive presidents whose knowledge of great and sustainable economic growth is within its own nation, not in outsourcing and exporting. Now Brazil understands that and is working upon and being successful thus far at homeland internal growth. To do that however, they needed to raise salaries of the many poor, and they did pass new minimum wage increases which, moved its great growth period forward, while many other nations on the west over many over several decades, began a vicious New World Order rampage of destabilization of smaller nations in a fools gold series of errors.
Meanwhile Brazil is busy creating sustainable domestic growth, which is not only a better plan, but a safer one, as Brazilians have gone from bust to Boom, as all around the world most countries are going erroneously from Boom to Bust by utilizing Hitlerian track such as "Austerity.
But Brazil's plans required also sustainable Democracy with a highly improved Governability, and that has been building strongly since 1993. With that however, is a thing now lacking in many so-called "democracies", what is needed in nations which pompously brag about and with hubris, is that the are "Extraordinary", "Too Big To Fail", turning out to be "Too Big To Jail", which brags are worse than average and which leadership the leadership is corrupt, less bright, and poorly failing. Brazil's manufacturing out put has outgrown that of many larger nations, and is still growing.
Brazil, has seen the light and is on a roll, however, it still has a long upward road with many things to overcome. There are always a few setbacks but keeping ones eye on the ball, is the path to success and the book indicates how Brazil is solidly moving with care, empathy, and with job creating success as did the USA since the mid-1930's and especially in the 1940ies, but Brazil has done so, by avoiding the wars that are dragging other "democracies", down a hole from which they may never rebound. Brazil has not participated in war for decades, and has saved trillions by so doing, now it is venturing build a solid well paid middle class, and that is one of its foremost goals along with Accountability, Democratic excellence, and eradication of corruption as it is doing, now, which other larger economies are not doing, and are in fact, slumping with leadership straight out of the 13th century.
In essence presidents of the "Neo-Liberal era" Sarney's, Collor's, and Cardoso's liberality of trade, Privatization to contain growth of fiscal debt. One of their best kept secrets was to maintain many statist industries, and had America left some of theirs intact (Like AT&T) there would never have been such a disparity between the upper and middle classes. Greed/avarice in other larger nations of a fascist nature as well as constant wars, massive prisons, privatizations, is blowing blew the covers off stability, of many western nations which has have crushed the dollar. Not so in Brazilian Coinage. It must be understood that "Brazil did not adopt the new model known as neo-develupmentalism, but that it continued "statism".
One great thing the new leaders of Brazil are doing which other world leaders are ignoring, is cutting the massive spread of avarice and criminal corporate conspiracy in this way: I have sat on boards of directors of corporations and charities and I have resigned from several because of what I saw as corruption in which, the CEO's of the XYZ corporation packed the Boards of Directors on ABC corporation with friends, relatives and current executives of their corporation, and in return the ABC Corporation similarly packed the board of directors of the XYZ corporation. Thus, they flooded each other's executives with massive raises and bonuses, thus legally stealing from investors and employees. This and this alone is crime under the US RICO ACT and is responsible for the bloated differences of inequality. However, in nations like Sweden for instance the average CEO makes about 25 times the income of the average employee. In America and a few other countries, it has risen to from 500 - 2500 times the income of the average employee, thus stealing legally from investors, shareholders and employees, as mentioned before.
Brazil has gotten past that mistake; will the rest of the world. As in opposition in many countries political parties are trying to Privatize Social benefits, while Brazil is emphasizing strengthening Pensions and other annuity benefits, thus enlightened, with Judeo/Christian empathy, success is following the lack of avarice and coveting and with the knowledge that if the discretionary income of all level increases at the same rate, thus creating sustainable wealth for all, which are willing to work for it. In Happy nations like Sweden, Norway and Denmark, there is no inequality of income, no poverty and diminishing crime. Brazil's new Paradigm is closing the gap and making it easier to discover great new minds/ideas coming from all social levels. Allowing the brightest to move upward within the company.
In the case of Foreign policy, Brazils attitude is not arrogant, nor aggressive. It sees itself as a regional power, but has NO desire to bully neighbors. She remains steadfast in a new form of humility. This is not to say that multilateralism does not still reside within the hearts of some. Before the spying upon everyone including trade partners like Brazil, by the USA began, terms between the two nations were close, not so much at this point, as Brazil's voice over those crimes were heard and loudly by the world. Brazil is seeking and attaining a growing trade with local nations, but its trade with the USA and the European Union has fallen from 60% of exports and 40% of imports ton of late to 31 % of exports and 36 % of imports. However with China has increased drastically in recent years. One of the most remarkable things that took place was was that this whole rise was initiated by a Socialist President, elected by industrialists!
In terms of the NEW Brazil it has upped considerable non-contributory money to the poor, minimum wages have increased greatly, along with viable efforts to close the gap between the classes, and so far it is making remarkable steps in that direction.
This is a very strong study by Alfred P. Montero and very thorough complete with charts and detail delivery of information.

The New Brazil, Improved But Imperfect

This is a scholarly examination of the evolution of Brazil from military state to budding democracy and economic power. There are important lessons for other countries seeking economic and social stability. The first is keeping the focus at home. Don't interfere with other countries. Don't be lured into costly and ultimately unwinnable wars. Invest in your country and people and resist the temptation to outsource. Economic success results in peace and security. This is not to say that Brazil is without problems. Corruption is like a cancer yet to be excised. Poverty has yet to be eradicated and the country is still growing into democracy. But the progress is impressive and the discourse enlightening.
However, I found the dry, pedantic writing difficult. It reads like a term paper where the author attempts to impress by using every multi-syllabic word he knows. The end result is boring, tiresome and a chore to read. Which is a pity because the discussion is important and interesting.
