A Call to Task!

SCANDAL AND SILENCE: MEDIA REPONSES TO PRESIDENTIAL MISCONDCUT is certainly one of the more fascinating publications about the state of the media to break surface since the days of Bob Woodward and Carl Bernstein and their courage to make public the truth behind the Watergate scandal during the presidency of Richard Nixon. Author Robert M. Entman is a Professor of Media and Public Affairs at George Washington University and his previous books have garnered wide attention to serious problems. But surely everything before this book pales in comparison. This engrossing and compelling tome addresses the manner in which the media deals with crises and scandals in Washington DC - capitalizing on the rather minor human weakness of the presidents while failing to rightly inform the public of the serious breaches of power the government decides should be submerged from public knowledge.

Entman covers the period from 1988 to 2008 (and in the course of examining current scandals he references famous incidents in the past), exploring the hungry media scandal machine, that information that drives viewers or readers attention and builds ratings, while electing to ignore far more compelling information that actually endangers the public by withholding facts that are truly critical. `To an outside observer, the Washington scandal machine may seem to operate at random. The same media that roundly condemned President George W. Bush for his passivity in the face of Hurricane Katrina failed to get worked up by his inaction as economic calamity loomed in 2008. The same news organizations that endlessly probed the marital psychology of Bill and Hillary Clinton passed over the unconventional aspects of John and Cindy McCain's marriage. And journalists came down hard on the 1988 vice presidential nominee Dan Quayle for using family connections to evade Vietnam by entering the National Guard, yet in 200 barely mentioned George W. Bush's similar record.'

Entman goes on to say `Although this book encompasses three presidential administrations, the bulk of attention falls on cases involving George W. Bush. This focus arises from the book's core purpose; to illuminate the processes by which potential scandals either expand into political significance or deflate with little impact on politics - with special reference to the latter, largely neglected outcome.' Entman's reportage includes extensive references and pages of data that support his reporting. He presents grafts and tables that demonstrate his findings and premises and in doing so he keeps the rhetoric rich and propulsive. It is interesting to note that as this book becomes available the public is beginning to watch a very important television series - THE NEWSROOM currently on HBO (see my review, rather hidden here on Amazon.com at http://www.amazon.com/Aficionado-Magazine-August-Daniels-Newsroom/dp/B0089YQWOM/ref=sr_1_1?ie=UTF8&qid=1341684321&sr=8-1&keywords=the+newsroom+jeff+daniels) that addresses these issues. Entman writes brilliantly and with courage and will very likely find detractors. But this information is sorely needed in a time where democracy seems owned by the wealthy and the way to become President is to buy it with massive funding of campaigns.

In chapter 8 Entman provides the following powerful information: 'Having moved through scandals or non-scandals involving minimal impacts on the public welfare (infidelity), to those imposing some costs (evading the military draft or duties), to one of more substantial social damage (George W. Bush's insider trading and the SEC's passivity), we now focus on two potential scandals that might have arisen over high-cost presidential misconduct. The first concerned the Bush administration's campaign to justify the Iraq war by claiming Saddam Hussein could deploy weapon of Mass destruction (WMD) against the US or its European friends. Iraq possessed no such weapons. Despite leading the US into a costly war against Iraq based on a non-existent WMD threat, George W. Bush was not framed as scandalously incompetent or dishonest. How this potential presidential scandal was silenced, despite the war's yielding few benefits to the US in exchange for death, destruction, and immense financial cost -over $3 trillion - recapitulates and extends our model of scandal politics.' And he proceeds to detail the Valerie Plame Wilson scandal involving VP Cheney, Karl Rove and Scooter Libby, and on and on. This is definitive work on political scandal manipulation in the modern American press and it deserves the attention of every concerned citizen of this country. Highly Recommended. Some useful material embedded in an obstacle course for the reader

This book tackles an important issue from an interesting perspective, but puts some unnecessary obstacles in the path of the reader. The main obstacle is convoluted, jargon-filled pseudo-academic prose. There are pages of tedious hair-splitting definitions, but none of the important terms like "scandal," "media" and "elite" are defined. This is a significant problem because key terms are used inconsistently to construct circular arguments. There are extensive citations--often a dozen or more on a page, and directly in the text rather than footnotes--but they are either to popular accounts (for example, controversial numerical assertions about the 2007-2009 financial crisis are sourced to Michael Lewis' The Big Short without page references, this is a lively general account of one aspect of events but not the authoritative source for specific numbers) or to a small group of academic researchers who all cite each other.

The reader eventually figures out by context that "scandal" means two entirely different things. First is whether normally-private details about a person may be used in a story. The general tests for a detail are whether it is solidly sourced, the subject has been given a chance to reply and it is relevant to the story. Absent exceptional circumstances, no detail that doesn't meet these tests should be included. But even if all three criteria are met, most journalists will refrain from printing private information such as affairs between unmarried consenting adults, a serious medical condition of a subject's child or a male subject who likes to fondle women's shoes in his bedroom. Details like adultery, legal but sleazy financial dealings and private expressions of political incorrectness fall into a gray area; while draft evasion, drug use and hiring illegal immigrants have become fully public.

The author appears to argue that only relevance matters. For example, if a Presidential candidate did not make public that his minor daughter had a life-threatening illness that might be helped by stem cell research, the fact would be fair game for reporting if the candidate took a position on stem cells. On the other hand, an unconvicted child molester's privacy would be protected unless child sexual abuse were a campaign issue. I disagree with that position, but my main criticisms are that it is not presented clearly (it may not even be what the author means) and that it has nothing to do with scandals. Relevance is at issue for all story details, scandalous or no.

The unrelated meaning of "scandal" is how undoubtedly relevant issues are framed. Here the author appears to mean whether opinion is injected into the news accounts and whether potentially embarrassing details are elaborated and repeated far beyond the requirements of reporting the facts. Some examples that are discussed at length are the financial crisis that began in 2007 (non-scandal), the federal emergency response to Hurricane Katrina (scandal) and the claim that the Bush administration ordered the use of torture to obtain false corroboration for claims that Iraq had weapons of mass destruction (non-scandal). I think expressing opinions as fact and writing for effect rather than to communicate are bad journalism regardless of the issue (although hard to eliminate or even define). Moreover, I don't see how the author decides which were scandals versus non-scandals, he seems to take it as obvious.

To me the key decision is the respect news accounts give to official statements. If President Obama claims his tax proposal will lower taxes on the middle class, it would be irresponsible journalism to counter that with a quote from an anonymous, disgruntled, former low-level employee of the Congressional Budget Office. But if President Bush denied distorting intelligence to mislead Congress, you might include a quote from an anonymous, disgruntled, former low-level CIA officer. In the latter case, you are treating the story like a scandal in which officials may be lying on the record and using their powers to suppress the truth.

A related obstacle is that most of the argument is explained through two-dimensional diagrams, with no explanation of why things are placed as they are. For example, potential sins are placed on a grid with private/official on the vertical axis and degree of social cost on the horizontal. Once this placement is accepted the author's argument follows as if dictated by logic. Why does sexual harassment have a low social cost while a racial slur has substantial social cost? I could see making them the same, both affect a limited circle directly, but set examples that could have extensive indirect cost. If I had to make one higher, I would say sexual harassment is a crime while racial slurs are protected by the first amendment, and harassment is sticks and stones while a slur is words. And why did outing Valerie Plame have extensive social cost, the highest category, while the screw ups with Katrina were only substantial? Nobody died in the Plame scandal. On page 21 at least Plame ranks below distorting intelligence about Iraqi WMD, but by page 189, without explanation, it has surpassed WMD (but Harken Energy insider trading has come up from third place on the rail to win by a nose over both). President Clinton spending $200 for a haircut gets the highest possible rating for "government realm," while his draft evasion is at the bottom of the middle category.

An example of the circularity is the author argues that the Internet and blogs are unimportant compared to reports in the New York Times and Washington Post. He states John Edwards dropped out of the 2008 Presidential race in January 2008 and Vice Presidential consideration in April in part due to Internet reports of his affair with Rielle Hunter, which the author says was not reported in mainstream media (apparently excluding Fox News) until August when Edwards admitted it. The author reasons most voters "presumably" hadn't heard of the affair until August, because it hadn't been reported by the New York Times, so it could not have been the reason for Edwards dropping out of contention.

When you get past the nonsense, there is extensive and knowledgeable discussion about political reporting, particularly with respect to Presidential campaigns, from 1998 to 2008. Stripped of the academic pretensions and twisted logic, this is a valuable and insightful book. It's hard to rate, I settled on three stars to balance the useful details in the middle chapters with the generalizations that create obstacles at the beginning and end.

I was disappointed to see that a guy lecturing journalists on standards would solicit an Amazon review from the infamous Grady Hart machine (see Garth Hallberg's Slate piece "Who is Grady Hart?" if you're curious about how publicists manufacture 5-star reviews, nominally from a top-10 Amazon reviewer who often posts ten or more reviews per day).

Could have been excellent

A history of the media's response or lack of response to "Presidential Misconduct" could be a historical survey or a contemporary one.
The author chose to look at the 20 years from 1988 to 2008. An unfortunate choice given what appears to be the author's politics.
The book looks at both of the Bush administrations and Clinton, five terms.
Somehow, the majority of the book concentrates on George W. Bush or George H. W. Bush to the exclusion of the Clintons.
Whitewater rates five entries in the index.
Mnica Lewinsky rates 11 entries.
W's National Guard service rates nine entries in the index.
Gary Hart's adultery rates five entries in the index.
John Edwards rates 10 index entries.
Richard Cheney rates 11 index entries.
Robert Dole gets nine entries.
Dan Quayle gets 15 entries.
The author never misses a chance to acknowledge another professor's work. Instead of footnotes, acknowledgments are inserted in the sentence.
This leads to some lengthy sentences and difficult reading.
This could have been an excellent book but it fell to politics and cronyism.

An enormous amount has been written, both online and in print, about the publishing industry in recent years - some of it perceptive; a little (a very little) well-informed; much of it complete rubbish, ranging from the ignorant to the merely opinionated.

The vast majority of this body of commentary has one common factor: its authors have a relationship with the industry, whether as insiders (publishers, agents, authors, booksellers) or as outsiders (mostly self-published authors). That is to say, everyone has some kind of an angle to play, a stance or interest (vested, conflicted or otherwise) to defend, or in plenty of cases an axe to grind.

That stops here. John B. Thompson has written Merchants of Culture: The Publishing Business in the Twenty-First Century from perhaps the only possible and credible disinterested perspective - that of the academic. He has examined publishing as a business phenomenon, and based his work not on opinion nor on wishful thinking, but on five years' systematic research, including some 280 interviews with industry insiders amounting to 500 hours of first-hand evidence.

Wisely, Professor Thompson has restricted himself to one field of publishing, and has clearly defined that field at the outset. The book focuses on English-language trade publishing in the USA and UK, i.e. general-interest publishing of both fiction and non-fiction, intended for a general readership and sold through the mainstream distribution network. He includes independent presses in his scope, along with print-on-demand and the e-book phenomenon, but excludes self-publishing; he includes Amazon and other online retailers, but excludes channels such as Lulu and Smashwords.

He also confines himself to commenting on the general fiction and non-fiction market, with only passing reference to academic, professional and scholarly publishing, and none at all to specific market sectors such as children's, young adult, science fiction, illustrated art books or self-help works. This scope is set out with admirable clarity in the introduction (pp. 12-13).

Thompson traces the rise and rise of today's publishing conglomerates, noting the three significant forces that have shaped the industry over the past decades: the rise of the major retail chains, the emergence of the literary agent, and the process of corporate acquisitions and mergers which began as early as the 1960s. It is not a story that makes for comforting reading - at least, not to the lover of good literature - as it is the story of the commercialisation and commoditisation of the written word.

He shows, for example, that the early (1960s and 1970s) corporate mergers and acquisitions saw book publishing as just another element of the media and entertainment industry - media conglomerates would buy up publishers in order to secure an ongoing source of film rights. The model failed to deliver, but we are still living with its legacy, for example, in terms of HMV's transformation of the Waterstone's chain into a media outlet after 1998 (see p. 54).

If the media conglomerates created the industry structure for the commoditisation of publishing, it was the literary agents who exploited that structure, and created the dynamic of exclusivity that has been a characteristic of mainstream publishing for the last three decades at least. At the end of the book, Thompson observes that the industry revolves around publishers, buyers and agents, with writers on the far periphery (p. 375).

But agents forge their relationships with the big publishers, not with the small independents. A telling comment comes from Chris, previously a publisher at a small independent house before becoming an editor with one of the large corporations. "When I was at [the small independent house] I always thought of agents as my enemies," he told Thompson; "now I see them as my friends" (p. 206). Thompson is even more forthright (and even less complimentary) about the role of agents in an online interview with Brooklyn Rail last November.

There is one seeming inconsistency in Thompson's thesis. In Chapter 3 he sets out five myths about publishing corporations (pp. 139ff). ("Myth 1: The corporations have no interest in publishing quality books. All they are interested in publishing is commercial bestsellers. ... Myth 4: In the large publishing corporations, editors have lost the power they once had in the traditional publishing houses. Sales directors, marketing directors and accountants are the new power brokers and they decide what gets published.")

He seems anxious to dispel these myths, but spends much of the next 250 pages proving that - despite occasional exceptions - they hold absolutely true, at least for the large corporate players that dominate the industry. Indeed, they define much of the structure of the industry. On page 192, a London agent quotes a recent conversation with an editor at one of the big publishers: 'I don't like having this conversation with you because I want to publish this book, I love the story but I know what's going to happen when I go to the acquisition meeting. They're going to say, "Why are we bothering with these little books that are going to breathe all this valuable oxygen both creatively and promotionally."'

These two "myths" are further validated again and again throughout the book. Of the 5,000-6,000 new titles published each year by the main US houses, Thompson reveals the alarming fact (p. 189) that only 25% will receive any serious attention from the publishers' own sales teams. The impact of this kind of industry polarisation towards the bestseller is shown in Chapter 10, where he shows the number of titles selling between 10,000 and 40,000 copies declining by one third, whilst the (much smaller) number of titles selling over 200,000 copies more than doubled in the same period. The causal link is not hard to infer.

In the same chapter Thompson puts a human face on this phenomenon. He tells the story of Joanne, a moderately successful mid-list author, who first discovered that her publisher was spending nothing on her marketing, and was then dropped altogether, despite a track record of nearly twenty years, six books, good critical reception and even winning prizes. The mainstream publishing industry is a hostile place to the writer - as another author puts it, "everything in publishing is disempowering for a writer" (p. 384).

It can be a pretty hostile place for the reader, too. Thompson devotes much of the last 50 pages of the book to a discussion of "the fundamental short-termism of the industry" (p. 386); this takes several forms, one of which is a distinction between "diversity of output" and "diversity of marketplace ... the diversity of the books that are noticed, purchased and read" (p. 389). It is a crucial distinction, usually overlooked; the lack of diversity in the marketplace strikes at the very heart of our cultural health.

Thompson takes a refreshingly cautious view of e-books, noting that "the world is often much more complicated than the technological determinist would like us to think" (p. 333). He voices concern over the devaluation caused by the e-book revolution, based on the experience of the music industry: he quotes one publisher as saying (p. 362), "Why are songs 99 cents? Because Apple says so. Can the music industry make money at 99 cents? No. But now what does everyone think a song should be worth? 99 cents." It is a lesson that self-publishers would do well to think about: as Thompson observes (p. 368), "a major devaluing of intellectual property is unlikely to lead to an overall increase in the quality of content over time". (Not that three decades of commoditisation have done wonders for the quality of content, mind you.)

Though there are some rays of hope among small independent imprints, in general this book offers neither easy answers nor false comfort. Those who believe or who wish to believe, rightly or wrongly, that corporate mainstream publishing is on its deathbed - culturally hidebound, intellectually moribund, at risk of self-strangulation by an unsustainable commercial model - will find plenty here to reinforce their opinion.

But those who dismiss or ignore mainstream publishing are missing the point. For whether we love the Big Five or loathe them, these are the organisations that have shaped our cultural landscape, our reading habits and expectations, for two generations or more. And Professor Thompson's great achievement, at this time of tumult in the publishing industry, is to offer a comprehensive and dispassionate view of the forces that have shaped and continue to shape these organisations. Anyone who is interested in our shared cultural well-being ignores the implications of his work at their peril.

A must-read for anyone who cares about books

I came to this book after the book industry newsletter Publishing Trends recommended it. I had just finished two other books about the book business, 'The Times of Their Lives' by Al Silverman and 'The Late Age of Print' by Ted Striphas. Of the three books, 'Merchants of Culture' provides the best overview of where the industry stands today. I have worked in this sometimes crazy business for nearly twenty years and John Thompson 'gets it' better than any other writer I have encountered. There are a lot of myths and misconceptions out there and Thompson has nearly perfect-pitch when recounting where the lines of power lie and why things happen the way they do. For his part, Ted Striphas actually takes a deeper dive than Thompson and his book is more profound in many ways. Still, Thompson provides a better starting point and many will find that they need go no further than 'Merchants' to satisfy their curiosity.

Essential reading for members of the publishing industry (including authors and book reviewers!)

About the Author
Thomas G. Weiss is one of the world’s leading authorities on the challenges and processes of global governance. Former President of the International Studies Association, Tom is currently Presidential Professor of Political Science at The CUNY Graduate Center and Director of the Ralph Bunche Institute for International Studies. He is the author of two popular Polity titles on the UN and humanitarian intervention, both in their second edition.

The detective story, focused on inquiries, and in its wake the spy novel, built around conspiracies, developed as genres in the late nineteenth and early twentieth centuries. During the same period, psychiatry was inventing paranoia, sociology was devising new forms of causality to explain the social lives of individuals and groups and political science was shifting the problematics of paranoia from the psychic to the social realm and seeking to explain historical events in terms of conspiracy theories. In each instance, social reality was cast into doubt. We owe the project of organizing and unifying this reality for a particular population and territory to the nation-state as it took shape at the end of the nineteenth century.

Thus the figure of conspiracy became the focal point for suspicions concerning the exercise of power. Where does power really lie, and who actually holds it? The national authorities that are presumed to be responsible for it, or other agencies acting in the shadows - bankers, anarchists, secret societies, the ruling class? Questions of this kind provided the scaffolding for political ontologies that banked on a doubly distributed reality: an official but superficial reality and its opposite, a deeper, hidden, threatening reality that was unofficial but much more real. Crime fiction and spy fiction, paranoia and sociology - more or less concomitant inventions - had in common a new way of problematizing reality and of working through the contradictions inherit in it.

The adventures of the conflict between these two realities - superficial versus real - provide the framework for this highly original book. Through an exploration of the work of the great masters of detective stories and spy novels - G.K. Chesterton, Arthur Conan Doyle, John Le Carré and Graham Greene among others - Boltanski shows that these works of fiction and imagination tell us something fundamental about the nature of modern societies and the modern state.

“An ambitious investigation of crime fiction and its relation to modern society”

Most of us take for granted the idea that the social world has a front stage made of rules and norms and a backstage of “intrigues,” “invisible plots,” and “hidden intentions.” When did that sense of a reality behind the reality of things develop? In this enigmatic book, Boltanski tracks down this new construction of a paranoid reality through a highly original reading of detective and spy novels, in which he detects the emergence of a sense that a sense that the real reality of things is concealed and malevolent. This book  is both singular and provocative and resembles no other work of sociology I have read. It is a mixture of sociology of literature, of meta-sociological theory, sociology of institutions,  and, perhaps mostly, sociology of modernity. It will be a needed complement to the classic The Social Construction of Reality.

REALITY FOR BEGINNERS

This is an odd book, and not the kind of offering I'm used to under the aegis of the UK Vine. It's an academic book, and although the author hopes that the popular novel-genres of detective stories and spy stories will attract a larger readership, the style is uncompromisingly academic to the point of parody. Try this, for instance `Especially when the causality in question has a social dimension, this trust is based on agencies that guarantee the regular attribution of events to pre-defined entities - among which, in the modern era, legal and governmental agencies play a preponderant role.'

The term `reality' is a sort of motto throughout the book. Boltanski toils away at the notion in the first chapter, it is the second last word of the whole book, so presumably he regards it as central to his argument. However `reality' is a slippery and dangerous expression. Boltanski largely uses it to mean no more than some state of affairs. That is a loose usage, but harmless in general. However he gets into problems with it in the first chapter by postulating different layers of reality. He seems to hint at two very dubious propositions without quite committing himself. One is that fiction can actually create some kind of reality: the other is that one kind of reality may be more real than another kind. In terms of `creating' reality Boltanski quotes Borges as saying `that history should copy literature is inconceivable', but then at the end citing Kafka's The Trial as showing how this piece of literature anticipated post-war communist trials. To me, all that shows is that Kafka could read the tealeaves accurately. If so he was not alone in that: people who never wrote a word could also see what was on the horizon, and neither they nor the novel brought it all about. As regards different levels of reality, p135 notes how this notion was popular with Christianity in its mystical phase. I'm not sure whether we are meant to read this reference back into the notion of different planes of reality within Boltanski's two classes of novels. I hope not, because that idea has enough problems of its own. As far as spy novels go, Boltanski doesn't make the staringly obvious point that they are escapist literature. They are supposed to create a hidden world for our entertainment, whether this world is real or fictitious. Boltanski notes with approval that Graham Greene and LeCarre had a personal background in espionage. If that is a point of commendation, then Kim Philby, a spy and traitor extraordinaire, has left us two books. I'm sure they are not the whole truth, but equally sure that what's there is true all right. And Philby is not even in this book's index.

As for detective stories, I honestly doubt whether the notion of different planes of reality even has any application. Professor Boltanski starts by invoking three sciences - sociology, psychiatry and political science, but he is a professor of sociology, and sociology is what this book is really(!) about. Psychiatry is smuggled on board under the rubric of paranoids and conspiracy theorists, thereby bringing in political science. This, however, is only more of his sociology. His early chapters on Sherlock Holmes and Maigret had tried to make these heroes into some kind of sociologists, but the real (!) sociologist was the good professor himself. One thing that is very noticeable is how much more at home Boltanski seems to be with his French actor. However the material on Holmes and his creator is perceptive, and he is surely right to see both Conan Doyle and Agatha Christie as giving uncritical acceptance to a hierarchical and deferential British society. Now there is of course a very famous essay by a very famous writer of detective stories that mocks the Agatha Christie tradition and postulates a new kind of detective hero who is a walking mass of sceptical social attitudes. However The Simple Art of Murder is not even mentioned, and Chandler, like Philby, is not even in the index.

As the book continues it becomes more and more of a sociology textbook, and the link (always more than a little contrived) to the two varieties of fiction paraded earlier gets more and more tenuous. However reality keeps bobbing up here and there (including in the envoi phrase), although it too seems more and more of an unwanted piece of flotation gear. I wonder whether Professor Boltanski is guilty of the specious reasoning that a `reality' (sc state of affairs) that needs some digging down to be got at is some kind of `deeper reality'. I hope not, because there ain't no such thing as that. `Reality' is just an abstract noun classifying any kind of `real' thing in its appropriate context. To call something `real' denies some kind of opposite. In J L Austin's brilliant and witty example, if someone were to refer to a real parrot, it's not likely that the implied opposite is a mirage; and if the reference were to a real oasis you can be sure that there is no implication that it might be stuffed. From Plato onwards philosophers (and, it seems, sociologists) have hacked away at giving some non-existent solidity to something that is nothing, namely `reality'.

There is no indication that this French author did not write the excellent if academic English of this book himself. I imagine most readers will find it heavy going, and I admit that I selected the book because of the link to two favourite types of fiction. That, I imagine, was the general idea. A 1000-word review can't possibly attempt to deal with the real sociological core of the material, which needs competent peer-reviewing in appropriate academic journals. However it is apparently being pitched at a more general readership, so I have tried to give an idea of what other general readers will find.

Peace operations are now a principal tool for managing armed conflict and building world peace. The fully revised, expanded and updated second edition of Understanding Peacekeeping provides a comprehensive and up-to-date introduction to the theory, practice and politics of contemporary peace operations.

Drawing on more than twenty-five historical and contemporary case studies, this book evaluates the changing characteristics of the contemporary environment in which peacekeepers operate, what role peace operations play in wider processes of global politics, the growing impact of non-state actors, and the major challenges facing today’s peacekeepers. All the chapters have been revised and expanded and eight new chapters have been added.

Part 1 summarizes the central concepts and issues related to peace operations. It includes a new discussion of the theories of peace operations and analysis of the emerging responsibility to protect norm. Part 2 charts the historical development of peacekeeping from 1945 and includes a new chapter on peace operations in the 21st century. In Part 3, separate chapters analyze seven different types of peace operations: preventive deployments; traditional peacekeeping; assisting transition; transitional administrations; wider peacekeeping; peace enforcement; and peace support operations. Part 4 looks forward and examines the central challenges facing today’s peacekeepers, namely, globalization, the regionalization of peace operations, the privatization of security, civilian protection, policing and gender issues.

An Outstanding Brick of Knowledge

Bellamy and Williams are extremely smart dudes, and very knowledgeable when it comes to Peace Operations. Virtually every subset of Peace Operations is covered in this book in some amount of detail, and the writing is clear and concise (you'll understand why I call it "Peace Operations" and not "Peace Keeping" when you're done with the book). Understanding Peacekeeping is informative and easy to understand, even for the informed layperson (which is what I am). I don't have a degree in politics or international relations -- I'm a computer science and math guy -- and yet I couldn't put this book down. Understanding Peacekeeping is a page-turner.

Very informative.

I read this book as a part of a course about UN's Peacekeeping and to that course, this book was perfect. The book gives a very good insight into all parts of peacekeeping operations and is not so difficult to read.

What is the nature of the modern state? How did it come into being and what are the characteristics of this distinctive field of power that has come to play such a central role in the shaping of all spheres of social, political and economic life?

In this major work the great sociologist Pierre Bourdieu addresses these fundamental questions. Modifying Max Weber’s famous definition, Bourdieu defines the state in terms of the monopoly of legitimate physical and symbolic violence, where the monopoly of symbolic violence is the condition for the possession and exercise of physical violence. The state can be reduced neither to an apparatus of power in the service of dominant groups nor to a neutral site where conflicting interests are played out: rather, it constitutes the form of collective belief that structures the whole of social life. The ‘collective fiction’ of the state Ð a fiction with very real effects - is at the same time the product of all struggles between different interests, what is at stake in these struggles, and their very foundation.

While the question of the state runs through the whole of Bourdieu’s work, it was never the subject of a book designed to offer a unified theory. The lecture course presented here, to which Bourdieu devoted three years of his teaching at the Collège de France, fills this gap and provides the key that brings together the whole of his research in this field. This text also shows ‘another Bourdieu’, both more concrete and more pedagogic in that he presents his thinking in the process of its development. While revealing the illusions of ‘state thought’ designed to maintain belief in government being oriented in principle to the common good, he shows himself equally critical of an ‘anti-institutional mood’ that is all too ready to reduce the construction of the bureaucratic apparatus to the function of maintaining social order.

At a time when financial crisis is facilitating the hasty dismantling of public services, with little regard for any notion of popular sovereignty, this book offers the critical instruments needed for a more lucid understanding of the wellsprings of domination.

About the Author

Pierre Bourdieu (1930-2002) was one of the most influential sociologists and anthropologists of the late twentieth century. He was Professor of Sociology at the Collège de France and Director of Studies at the École des Hautes Etudes en Science Sociales. His many works include Outline of a Theory of Practice, Distinction: A Social Critique of the Judgement of Taste, The Rules of Art, The Logic of Practice and Pascalian Meditations.
